Storage status is "inactive"

Very often when I check the status of the storage, it shows "inactive" even when no VMs are running

Here is my setup: VMWare workstation 10 on my desktop ( 8-core AMD FX-8320, 32G RAM). I installed 3 vSphere 5.5 hosts, each with 3vCPU and 6-8GB RAM (two have 6GB, one has 8GB). Win Server 2008 R2 with vCenter 5.5 also installed on this PC with 2vCPU and 6GB RAM. I also have Centos 6 (provide NFS3) and Openfiler (two iSCSI), both have 1vCPU, Openfiler has 1GB RAM and Centos has 2GB RAM (no GUI used). Local1 uses about 45% disk space, Local2,3 and NFS3 uses less than 35%. Also on my Windows 7, when I go to Windows Task Manager, check performance, only 15% CPU use and 53% RAM usage.

When I try to view the content of each disk, I see no issue, also starting and using VMs from these disks I experience no issues either, sometimes when I go to DCUI --->Trouble Shooting Options  ---> Restart Management Agents, and restart this, the issue goes away, so I wonder what has caused the problem, how to prevent this?
