Root User Unable to Create VM within Resource Pool After Renaming Cluster

Currently, vCenter is managing two clusters. I renamed one cluster and now the root user appears to not have permission to create a New Virtual Machine in the resource pools under the cluster with the modified name. I tried changing the name of the cluster back to its original name...no luck.

The root user can still create VM's under the individual cluster nodes, just not in any resource pool.

The cluster which has not been renamed can still be managed completely with the root user. The resource pools there allow me to create a VM.

I found this previous issue and verified on each cluster node that the ACEDataRoleId == -1 for each section: http://kb.vmware.com/selfservice/microsites/search.do?language=en_US&cmd=displayKC&externalId=1031192

I'm at a loss, any assistance would be greatly appreciated! Thank you!
