vCenter still provionsing VMs after customization spec fails

We use a customization application to generate IP address for VMs we provision from templates (i.e., Deploy VM from this Template) in vCenter. This customization application is called from a customization specification and configured under vCenter Server Settings, Advanced Settings (config.guestcust.name-ip-generator). The application will occasionally fail and we will see the following error message in vCenter:

An error occurred during customization while running the IP or host name generator application.

With vCenter 5.0 the VM provisioning process would rollback and no VM would show up in inventory. However, after upgrading to vCenter 5.5 U1 the VM will now show up in inventory even if the customization application fails to generate an IP. We would prefer that the VM not be created since we have to manually destroy the VM if the customization spec fails.

Can anyone confirm that this feature has changed with 5.5 U1 and is there an option to disable it?

vCenter Server 5.5.0 (Build 1623101)
