Create groups is only available at vSphere Web Client ?

Hello.

I need help to create groups and permissions for them. I know that in vSphere Hypervisor 5.5 free is unable to create groups but i hear that in vCenter or vSphere Web Client is enable to create groups and set permissions to them.

Can you resolve my question?
