In VC5.5 HA cluster what options are there for autostarting vm's in a defined order when hosts power on?

I have a small ha cluster containing the VC5.5 vm. There is a planned power outage and its not possible to locate alternative hosts on which to run the VC vm or other vms so they will be shutdown before the power outage takes place.

 

Given HA clusters don't allow vm's to restart with the host what options do I have for having the vm's restart in a defined order once the hosts are powered back on without manual intervention as access to the hosts is restricted?

 

Would disabling HA shortly before power outage allow me to configure the restart order and if so does it take into account that shared storage may be slower to resume service after the power outage?

And more basically will vm's that are shutdown by a user actually be started when the host is powered back on or is it just vm's that were running at the time power was lost?
