Performance monitor in vCenter and in Windows are different

Dear All,

I monitored the CPU %usage for a VM with Performance monitor in vCenter and in Windows, but I got 2 different results. The maximum CPU usage monitored with vCenter in a duration was about 50%, but when I openned the Performance in Windows Task Manager in a point of time in that duration, I saw the CPU usage is 94%. I attached the pictures also. Does anyone know why there is difference result between vCenter and Windows?
